"Please Confirm There is No Chance Tromso Olympiad To Be Cancelled"

FIDE asks Norway for guarantees 

As we've already reported the organizers of the Olympiad in Tromso scheduled for August 1-15 are facing financial difficulties. They lack 15 million NOK (a bit less than 2 million euros), without which according to the chairman Tromso 2014 organising committee Hans Olav Karde the event is impossible to hold. The state has refused the organisers in provining those extra 15 million NOK. 

The president of the Norway chess federation Joran Aulin-Jansson interviewed by chess24.com explained how the problem emerged:

"There are three main reasons why we need this money:

- The World Cup’s 13 million NOK;
- In our budget we estimated 150 nations, but 181 have signed up;
- In our application to the state we asked for an amount according to "2009 money", but we got "2014 money", meaning it wasn’t adjusted for inflation. That means around 6 million NOK.

If you add all these things together it becomes more than 20 million. When we ask for 15 million, that's what we need."

According to the president at the moment the negotiations are held with several big sponsors.

The day after the chess society got to know of the problems, the FIDE treasurer Nigel freeman published two open letters: one is addressed to Hans Olav Karde and the other one to Joran Aulin-Jansson. Both ask for "confirmation from the Norwegian Chess Federation that there is no chance that the Tromso Olympiad will be cancelled."

"This is the first time that we are aware that there are any problems regarding the funding of the Olympiad. Perhaps, with hindsight, we should have realised when you unilaterally decided to ask for a €100 administration fee. As I have written several times, this was not in your original bid and is not accepted by FIDE. FIDE believes that if this had been disclosed in your bid, then the voting would have been different. This therefore cannot be charged. Please note 4.2.1 and 4.2.2 of the Regulations for the Chess Olympiad. Under 4.2.2, you are under obligation to keep the FIDE President informed of the financial aspects of the Olympiad, this you have not done. When I visit next week with Mr. Gelfer, I would be grateful if you could provide me with the required information under 4.2.1.

...Please confirm to us on behalf of the Organising Committee that there is no chance that the Tromso Chess Olympiad will be cancelled. Federations, Delegates and Commission members are not going to buy their tickets unless we get such a confirmation. So we need to put an end to all this speculation."

In the end of the letter there's a postscript: "FIDE advises that when the Norwegian Chess Federation submitted their bid for the Olympiad to the General Assembly in Khanty-Mansiysk, they were fully aware of all their obligations, including the holding of the World Cup in 2013."

Joran Aulin-Jansson gave a short reply on the letter addressed to him, chess24.com quotes him:

"We could probably have given clearer signals earlier, but we believe we did actually give signals. FIDE claims we included no charges in our bid, but we claim we did include them… T

his is the same as they had during the Olympiad two years ago."

GM Nigel Short who already bought air ticket for Tromso is sure the Olympiad will eventually be held in the due adate and place.
