Kirsan Ilyumzhinov commented on the decision made at the FIDE Presidential Board meeting to grant Indian city Chennai the right of holding the World Championship match. The FIDE president has been quoted by the website

“At the Presidential Board meeting it has been mentioned that the decision to grant India the right to host the World Championship match was made already in 2011. At that time England has also offered a bid, but eventually it failed to find appropriate financial support. As a result it was decided to give Moscow the right to hold the match, but India was given the priority to present its bid for the next match. Also, according to that decision the bid should have provided minimum of $ 2 million.  Back then we didn’t know who exactly would be fighting for the World Champion title, so in order to guarantee that the next match would be held we made a decision to grant India the opportunity to host the next match. That’s why at yesterday’s meeting the FIDE Presidential Board members just confirmed the decision made in 2011.

There was no official refusal from Magnus to play in Chennai. There were meetings in Greece and other counties with Carlsen’s lawyer during which they expressed the wish the match to be held in other countries. The Presidential Board, however, decided to grant Chennai the right to host the match after considering all the appeals.”

This is what Ilyumzhinov responded on a question what would happen if Magnus has refused to play in Chennai, “The next will become the challenger – that is Vladimir Kramnik.”
